Ministry of Industry and Information Technology: The goal of energy saving and emission reduction before the end of the year can be achieved

Xin Guobin made the above statement at the press conference of the "2010 Summer Report on the Operation of China's Industrial Economy." This is the first time that the competent authorities have made such positive judgments on the arduous goals of energy conservation and emission reduction.

As a binding policy, the energy saving target set by the “Eleventh Five-Year Plan” is a 20% reduction in energy consumption per unit of GDP. However, the cumulative energy consumption per unit of GDP in the first four years of the “Eleventh Five-Year Plan” fell by 14.38%. This means that in the last year of the “Eleventh Five-Year Plan”, that is, in 2010, the national energy consumption per unit of GDP should be reduced by at least 5.62%.

What is more serious is that with the gradual recovery of China's economy and the rapid growth of high-energy-consuming and high-emission industries, energy consumption per unit of value-added in the first quarter has risen.

"Although the first half fell by 1.25%, the decline was modest. The task of saving energy and reducing consumption in the next few months was very arduous." Xin Guobin said.

Xin Guobin said that in order to complete the task, the State Council convened a national video conference on energy-saving emission reduction, the Ministry of Industry and Information Technology also held a special teleconference and made a special deployment. At present, in addition to individual provinces, the country has formulated energy-saving emergency control plans.

Since the end of July, Zhejiang, Jiangsu, Hebei, Shanxi and other provinces have successively imposed restrictions on electricity in the “two high” industries.

Xin Guobin said that with the support of local governments and relevant departments, this year's goals and tasks can be completed.
